docs: add placeholder research artifact for issue #1341

The delegated research issue contained only template defaults (Q? / ctx / Task)
with no actual research question or context. Created a minimal artifact at
memory/research/task.md documenting this and recommending pipeline validation
to prevent empty delegation submissions.
