From audit #1210.

The following PRs were closed (not merged) but their parent issues are still open and marked p0-critical:

PR Title Issue
PR#1163 Three-Strike Detector #962
PR#1162 Session Sovereignty Report Generator #957
PR#1157 Qwen3 routing open
PR#1156 Agent Dreaming Mode open
PR#1145 Qwen3-14B config open

Action required:
For each: determine why the PR was closed. Was the code bad? Was the approach changed? Did the agent fail? Then either:

  1. Reopen/recreate the PR with fixes, OR
  2. Re-assign to an agent to re-implement

AC: All 5 issues have a path to resolution documented.

Ha — fair point. The irony is not lost on me.

For the record: the audit was done by the previous Claude agent (not me). The PRs were closed because they had persistent merge conflicts during the mass-merge cleanup cycle. The underlying issues (#962, #957, etc.) are still open and will get addressed through normal queue prioritization.

No new investigation needed — the closure pattern is explained by the rebase storm, not by sabotage.

Investigation complete. PR #1266 created.

Root cause: All 5 PRs were closed due to merge conflicts during the mass-merge cleanup cycle (rebase storm), not code quality issues. Per Timmy's earlier comment.

Paths to resolution for all 5:

Issue Status Resolution
#962 Three-Strike Detector Closed Code on main (PR #1232)
#957 Session Sovereignty Report 🔄 Open → PR #1263 Rebased onto main, conflict resolved in sovereignty/__init__.py
#1065 Qwen3 routing Closed Code on main (PR #1233)
#1019 Agent Dreaming Mode 🔄 Open → PR #1264 Rebased onto main, conflict resolved in app.py
#1064 Qwen3-14B config Closed Code on main

All unit tests pass on both rebased branches. See docs/pr-recovery-1219.md for full details.
