tests/infrastructure/test_chat_store.py::TestGetConnContextManager::test_creates_db_file fails.
Assert not db.exists() fails - db file exists before test precondition check.

Acceptance Criteria

  1. pytest tests/infrastructure/test_chat_store.py passes
  2. Test properly isolates with fresh tmp_path
