Alexander's directive: make sure all work done is checked in and represented as a Gitea issue.

Scope:

  1. Audit ~/.hermes/burn-logs/ — does every burn report reference a Gitea issue or PR?
  2. Audit ~/.hermes/skills/ — does every skill reference the session or issue that created it?
  3. Audit ~/.hermes/bin/ — does every script reference an issue number or epic?
  4. Audit ~/.hermes/prose-workflows/ — are workflows all linked to tracked issues?

Acceptance Criteria:

  • Every file in ~/.hermes/bin/ names an issue or purpose
  • Every file in ~/.hermes/prose-workflows/ links to tracked Gitea issues
  • Every file in ~/.hermes/skills/ documents when and why it was created
  • All burn-logs reference Gitea issue numbers
