Child of #418.

Goal: Harden the replacement codebase until behavioral equivalence is proven. Run mutation testing and side-by-side shadow mode.

Deliverables:

  • Mutation testing harness (deliberately introduce bugs, verify test catches them)
  • Shadow mode: old and new runtimes execute same tasks, divergence = zero
  • ≥99.9% test parity report
  • Automated regression dashboard
