Check every repo's README for: broken links, outdated sections, missing sections.

Acceptance Criteria

  • Reads README.md from each repo
  • Checks: has install instructions, has usage section, has license
  • Validates: links resolve (HTTP HEAD), code blocks have language tags
  • Reports: repos with missing/outdated READMEs
  • Runs weekly
