feat: add huggingface-hub bundled skill
Adds the Hugging Face CLI (hf) reference as a built-in skill under mlops/. Covers downloading/uploading models and datasets, repo management, SQL queries on datasets, inference endpoints, Spaces, buckets, and more. Based on the official HF skill from huggingface/skills.
