EPIC-999: Phase III is Missing -- Code Generation Milestone

Problem

The Ouroboros Milestone (#418 in timmy-home) has 5 phases:

  • Phase I: The Mirror -- spec extraction (PR #107)
  • Phase II: The Forge -- runtime scaffold (PR #108)
  • Phase III: MISSING
  • Phase IV: The Handoff -- blue/green promotion (filed)
  • Phase V: The Silence -- 7-day lockdown (filed)

Phase III is where Hermes writes the successor code. It is the hardest part and it is not tracked.

  1. File Phase III with acceptance criteria
