Enable .prose.yaml programs to execute directly from the 15-minute burn-mode cron loop.

Scope:

Add prose run <file> invocation to the continuous-burn-loop cron prompt
Create a ~/.hermes/prose/queue/ hot-drop directory where new prose programs can be placed for execution
Ensure prose outputs are appended to burn logs and committed as artifacts
Add --lane filter so only matching-lane prose programs run on a given agent

Acceptance:
A .prose.yaml dropped into the queue is executed within the next burn cycle and results are visible in the morning report.
