Consolidation: Merge Grand Epics (#813 and #134)

Problem

The Grand Epic exists in two places:

#813 in the-nexus: Alexander's Vision, 35 children
#134 in timmy-config: identical content, 49 children

Same author, same date, same content. Different repos, different children. Two sources of truth for the same strategic vision.

Resolution Required

Pick one epic as canonical (recommend #813 in the-nexus)
Move unique children from #134 into [GRAND EPIC] Alexander's Vision — Unified Assessment & Battle Plan (All Agents Tagged) (#813)
Close #134 with a cross-reference to #813
Assign a single backlog owner and explicit priority ordering to the top 5 children
