Implement a small governor that reacts to lane health: auth-invalid, quota-bound, repeated clone failure, stale queue ownership.

Acceptance criteria

  • At least one unhealthy lane condition automatically reassigns or unassigns work
  • Reroute decisions leave a Gitea comment explaining why
  • The governor improves queue truth instead of increasing churn
