[OPS] Move live self-improvement backlog out of frozen Timmy-time-dashboard #240

Last night's burn cycles kept targeting active self-improvement work in Rockachopa/Timmy-time-dashboard, but that repo is marked legacy/frozen.

Landscape problem:

  • Active burn targets referenced frozen-repo issues for deadman, morning report, config drift, and session pruning.
  • The actual running fixes now live on the Mac, not in a canonical active repo.
  • This creates queue confusion: the machine is improving itself using issues anchored to a repo that should no longer be the control plane.

Acceptance criteria:

  • Active equivalents for the remaining live self-improvement tasks are created in an active repo (not the frozen dashboard repo).
  • The frozen dashboard issues are cross-linked to the new canonical issues.
  • Burn prompts / morning reports / next-target text stop naming frozen-dashboard issues as the primary execution frontier.
  • Repo-truth clearly states where burn automation scripts and self-improvement tickets now belong.

Minimum tasks to migrate:

  • config drift detector
  • session DB pruning
  • CI dead-man alert / CI blocker follow-through
