Fixes #182

This PR implements a read-only status query MVP for Nostur. It includes:

  1. A new API endpoint /api/nostur/status in the Nexus Bridge server.
  2. A Python script scripts/nostur_status_query.py that can be used by the Nostur ingress bridge to fetch a compact status summary from Gitea truth (open issues, epics, blockers).
