Closes #159

This PR implements the runtime wiring for the Fallback Portfolio doctrine defined in docs/fallback-portfolios.md.

Key features:

  • New get_model_for_task helper in tasks.py.
  • Dynamically resolves models based on fallback-portfolios.yaml.
  • Supports agent-specific and role-class overrides.
  • Ensures resilience against synchronized fleet degradation by providing a capability floor.
