Closes #438

Adds test_harness.sh — discovers and validates all scripts in scripts/ suite.

  • Shellcheck for .sh files
  • py_compile for .py files
  • YAML parsing for .yaml files
  • --verbose and --ci flags
  • Exit codes: 0=all pass, 1=any fail
