Goal: remove Codex/cloud as Timmy's default runtime in config and make local llama.cpp the first-class path.

Acceptance:

  • timmy-config/config.yaml defaults to local llama.cpp provider/model
  • world-state proof shows active local provider/model, not cloud fallback
  • any remaining cloud routes are explicit fallback only

Why now:
This is the clean replacement for the old sovereignty issue cluster after the backlog reset.
