Migrate Allegro from Python Hermes to Rust Claw Code runtime.

Why: Allegro needs speed. Stop resisting Claw Code.

Current State:

  • Runtime: Python Hermes on VPS
  • Cold start: ~3000ms
  • Limited by heavy framework

Target State:

  • Runtime: Claw Code (Rust)
  • Cold start: <50ms
  • Maintains VPS integration

Acceptance Criteria:

  • Claw Code profile on VPS
  • Deployment orchestration preserved
  • Git operations working
  • Terminal execution maintained
  • Multi-agent coordination intact
  • Cold start <100ms verified
  • Webhook integration maintained

Special: Must work on VPS (not Mac like Ezra)
