Gap: /root/wizards/ contains directories that are not wizard houses: hermes-turboquant (empty shell), the-nexus (code repo, no gateway), timmy-config (code repo, no gateway), turboquant-llama.cpp (fork, no agent identity).

Acceptance Criteria:

  • A canonical FLEET_MANIFEST.md documents which directories are agent houses vs code repos vs infrastructure.
  • Empty shells are either removed, renamed with .repo or .infra suffix, or given a README explaining their non-agent status.
  • Health-check scripts (tools/health_check.py) are updated to skip non-agent directories.
  • Summary posted as comment on #480.
