Gap: wizard-checkpoints returns 404 from Gitea API, yet it is referenced as the canonical checkpoint registry in lazarus-pit-recovery and burn-mode documentation.

Acceptance Criteria:

  • Confirm whether wizard-checkpoints repo exists on Gitea and why the API returns 404 (permissions, moved, renamed).
  • If recoverable: restore API access and file at least one tracking issue for registry integrity.
  • If not recoverable: designate a new canonical registry (e.g., local filesystem under /var/lib/wizard-checkpoints/ or another repo) and update all references in skills/docs.
  • Summary and path evidence posted as comment on #480.
