Problem

No systematic measurement of agent quality across 8+ agents.

Acceptance Criteria

  • Audit all PRs from Jan 2026 to present by agent
  • Calculate merge rate, time-to-merge, rejection rate per agent
  • File scorecard as timmy-config doc
  • Recommend agents: DEPLOY, PROMOTE, or FIRE
