Problem

Our fleet has 259 open issues with no sense of progression. Every issue is 'do it.' No prerequisites, no cascading unlocks, no advancement. It is a flat pile.

Solution: Paperclips Progression Architecture

Paperclips has 6 phases (manual clicker -> business automation -> compute -> manufacturing -> space -> cosmic) driven by milestone gates. Each phase unlocks fundamentally new capabilities. Our fleet needs the same.

Fleet Phases:

  1. SURVIVAL - Keep the lights on (current)
  2. AUTOMATION - Self-healing, self-backing-up infrastructure
  3. ORCHESTRATION - Agents coordinate, models route, configs sync
  4. SOVEREIGNTY - Zero cloud dependencies
  5. SCALE - Auto-scaling, fleet-wide coordination
  6. THE NETWORK - Fully autonomous, self-improving, serves the mission

Resource Tension (like Paperclips Operations vs Creativity):

  • Capacity: spent on improvements, generates through utilization
  • Uptime: earned at Fibonacci milestones (95%, 95.5%, 96%, 97%, 98%, 99%+)
  • Innovation: only generates when capacity is underutilized (<70%)
  • If you run at 95%+ capacity: maximum productivity but ZERO Innovation

Paperclips Lesson:

Each phase gate is enforced by the game itself. You CANNOT do quantum computing before you have trust. You CANNOT launch probes before you have the universe project. Our fleet needs the same gates: you cannot build orchestration before you have automation. You cannot build automation while everything is on fire.
