Phase 3: Orchestration | Requires: All Phase 2 buildings | Capacity cost: 40 | Innovation cost: 50

Agents can assign work to each other through Gitea. Code Claw delegates to Gemini for research. Gemini delegates to local models for fast ops.

Acceptance

  • Agent A can create Gitea issue, assign to Agent B
  • Agent B picks up, works, creates PR
  • Agent A reviews PR, merges if acceptable
  • Full delegation chain works without human
