Phase 5: Scale | Requires: Phase 4 sovereignty | Capacity cost: 60 | Innovation cost: 200

Automated agent provisioning -> training -> deployment -> retirement. New agents spawn when load is high. Retire when idle.

Acceptance

  • Script provisions new agent from config template
  • Agent tests itself and reports ready
  • Idle agent retires after configurable timeout
  • Fleet dashboard shows agent count and health
