Closes #1002

Adds a one-handed, thresholded pull-to-refresh gesture to mobile My Work with interactive/overlay/scroll guards, single-flight refresh behavior, accessible success/failure announcements, reduced-motion-safe styling, and offline bundle inclusion.

Validation:

  • RED observed for missing controller, gesture eligibility, single-flight status, failure recovery, and packaged integration
  • .venv/bin/pytest -q → 1901 passed, 7 skipped
  • packaged 320×568 and 390×844 browser journey → 2 passed
