Closes #1008

Connects the primary mobile Work action to the existing Filed follow-up flow after Agenda and before Later/Drafts. The dock now renders the destination as Filed with Open Filed accessibility text.

Validation: strict RED/GREEN behavioral tests, 1,908-test full suite, deterministic release verification, and packaged Chromium checks at 320×568 and 390×844.
