Closes #1016

Makes the guided mobile Delivery action own one awaited retry/authorization operation through settlement. Repeated taps share the same in-flight promise, failures retain the item with retry guidance, and successful application advances the queue.

Validation:

  • python3 -m pytest tests/ -q — 1918 passed, 7 skipped
  • packaged release browser journey at 390×844 — passed
  • full mobile Home packaged journeys at 320×568 and 390×844 — 3 passed
