Closes #1024

Makes Prepare Today the primary mobile Work action whenever no Today session is active and urgent preparation remains. The briefing now assigns each work identity to one highest-priority phase, preventing overlapping Attention/Updates/Agenda/Filed memberships from inflating the workload. Existing checkpoints surface Resume preparation.

Validation:

  • .venv/bin/pytest -q — 1937 passed, 7 skipped
  • Rendered Chromium at 320×568, 390×844, and 600×800: Prepare action opened the briefing, focus moved to its 48px CTA, 44px dock target retained, no horizontal overflow or page errors.
