Health pulse observed act_runner task 3202 fail on main at 2026-08-17 20:28 UTC. tests/e2e/test_mobile_today_handoff_release.py::test_release_artifact_plans_hands_off_and_opens_next_mobile_issue expected issue markers 41 then 42 but received 42 then 41, while the full local suite passes.

Acceptance criteria:

  • Reproduce the ordering failure with a deterministic regression test.
  • Preserve source order for queued mobile issue markers in the release artifact.
  • Full python3 -m pytest tests/ -q passes.
  • CI succeeds on the fixing PR.
