Closes #1046

What changed

  • focuses Cancel on capture entry without summoning the mobile keyboard
  • contains Tab/Shift+Tab inside visible capture controls
  • makes dashboard chrome inert while capture is open
  • restores the exact launcher on Escape, Cancel, and history close
  • preserves nested evidence/filing confirmation dialogs and resets capture scroll between journeys

Verification

  • RED: new modal lifecycle tests failed before implementation
  • focused: 26 passed
  • full: 1981 passed, 7 skipped
  • packaged 390×844 offline filing journey: 1 passed
  • deterministic release bundle verified with checksum
