What changed

focuses Cancel on capture entry without summoning the mobile keyboard
contains Tab/Shift+Tab inside visible capture controls
makes dashboard chrome inert while capture is open
restores the exact launcher on Escape, Cancel, and history close
preserves nested evidence/filing confirmation dialogs and resets capture scroll between journeys

Verification

RED: new modal lifecycle tests failed before implementation
focused: 26 passed
full: 1981 passed, 7 skipped
packaged 390×844 offline filing journey: 1 passed
deterministic release bundle verified with checksum
