Problem

The mobile Today progress sheet supports typed text and photo evidence, but not the existing target-scoped speech-to-text review flow used by issue, pull, update, and Search replies. Field operators must stop and type status updates while Today is actively tracking work.

Vertical slice

Add target-scoped voice dictation to Add progress update. Operators can dictate, review/edit, append or replace, and discard a transcript before using the existing private-save or durable-post flow. Dictation must never post, advance Today, or retain audio.

Acceptance criteria

  • Supported mobile browsers show touch-safe Dictate/Stop controls inside the Today progress sheet; permission is requested only after Dictate is tapped.
  • Final speech enters an editable review step and requires explicit append/use, replace, or discard.
  • Transcript and resulting progress text are bounded to Today’s 2,000-character limit.
  • Pending final transcript text is scoped by confirmed account and exact Today item and recovers after reopen/reload.
  • Closing the sheet or changing the active item aborts recognition; stale callbacks cannot modify another item.
  • Unsupported/denied recognition leaves text and photo entry usable with truthful status.
  • Saving/posting retains existing durable delivery, evidence, timer, and active-item behavior.
  • Mobile controls are at least 44px and the sheet remains horizontally contained.

Non-duplication evidence

Historical issues #929/#931/#935 cover new-issue voice capture, #951 covers issue/pull/update conversations, #953 covers Search replies, and #1052/#1054/#1056 cover typed/photo Today progress and retry integrity. No historical issue, open PR, recent commit, or current rendered control connects voice review to active Today progress.
