Closes #1062

What changed

  • reuse ownership-gated comment actions inside Recent activity
  • edit or delete an owned issue/pull comment without leaving Today
  • preserve failed edits, block offline mutations, and reject stale target repaint
  • keep the lazy action chunk deduplicated and the core runtime within its 99 KiB gzip budget

Verification

  • python3 -m pytest tests/ -q — 2010 passed, 7 skipped
  • packaged 390×844 Today handoff journey — 1 passed
  • rendered correction stays in the open sheet with no horizontal overflow
