Closes #1064

Adds repository-scoped, touch/keyboard-accessible teammate mention suggestions to the active Today Add update flow. Mention selection preserves the update draft and its durable comment admission; opening, closing, or switching Today targets invalidates stale suggestions.

Validation:

  • pytest tests/ -q — 2011 passed, 7 skipped
  • packaged mobile release journeys — 11 passed
  • pip_audit -r requirements.txt --strict — no known vulnerabilities
