Closes #1066

Adds a mobile Post blocker & move on flow that durably admits the exact progress comment before deferring the active item to Later and continuing Today. An admitted planning checkpoint survives retry so comment delivery is not duplicated. Also moves detail-defer into the already-required Today feature chunk to preserve the 99 KiB core budget.

Verification:

  • pytest -q — 2013 passed, 7 skipped
  • packaged release verification — passed for commit 4009a4a4c1
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_mobile_today_handoff_release.py — 2 passed (390×844 rendered blocker journey included)
