Closes #1074

Replaces the expanding mobile Today HUD with a stable two-row command bar. Secondary session actions now live in an accessible modal action sheet, while rendered HUD+dock geometry reserves exact scroll clearance.

Validated locally:

  • python3 -m pytest tests/ -q (2022 passed, 7 skipped)
  • deterministic release bundle verification
  • packaged Chromium Today journeys (2 passed at 390×844 and 320×568)
