Closes #1084

Pauses the exact running Today item before mobile Device Setup readiness and permission work, exposes a 44px Return to Today action, persists the interruption across reload, and resumes only the unchanged item on every setup exit. Desktop setup remains unchanged.

Verification:

  • RED: 3 behavioral tests failed before implementation
  • Focused: 24 passed
  • Full suite: 2042 passed, 7 skipped
  • Deterministic release bundle verified with SHA-256
  • Packaged Playwright render at 390x844 verified the named pause notice, 44px return target, no overflow, durable device-setup reason, and exact resume with zero page errors.
