Closes #1098

Encrypts synchronized unfiled Draft collections with AES-256-GCM, authenticates account and revision metadata, migrates legacy plaintext rows in place, and fails closed when key configuration or ciphertext authentication fails.

Verification:

  • RED observed for encrypted storage, legacy migration, and API fail-closed behavior
  • Focused: 24 passed
  • Full suite: 2073 passed, 8 skipped
  • Dependency audit: no known vulnerabilities
  • Deterministic release bundle built, checksummed, and verified for d3f53b5a38
