Problem

Live Data Status is marked modal but does not pause an active Today timer, own mobile Back navigation, or contain keyboard/switch focus. Troubleshooting delayed feeds is therefore counted as work and users can escape into obscured dashboard controls.

Vertical slice

Make Live Data Status a complete Today detour: durably pause/resume the active item, expose a Return to Today action, dismiss via browser Back, and make the background inert with focus contained while preserving single-flight refresh.

Acceptance tests

  • Opening from a running Today item records detour_interruption.reason = live-data-status and elapsed time stops.
  • Back, Escape, Close, backdrop, and Return dismiss cleanly and resume at most once; no active item means no timer starts.
  • Header/main/mobile dock are inert while open and Tab/Shift+Tab remain in visible controls.
  • A failed refresh leaves the sheet open and Today paused.
  • Packaged 390x844 behavior has no horizontal overflow and actions remain at least 44px.

Not duplicate of #745/#746: those delivered feed freshness and single-flight refresh, not modal/Today lifecycle. Recent #1134/#1136 apply focus containment to different flows.
