Closes #1140

Product slice

  • route an empty confirmed mobile workspace into a first-task activation sheet instead of silently dropping into Find Work
  • offer existing Find, capture-first New, and Device Setup flows from one phone-safe handoff
  • persist activation completion per account and automatically retire the guide once work appears
  • keep Create available offline with explicit reconnect guidance for Find

Verification

  • RED witnessed: empty Work routing initially returned find instead of activate
  • RED witnessed: account-bound controller module did not exist
  • pytest tests/ -q — 2170 passed, 9 skipped
  • packaged 390x844 Chromium journey — 1 passed
  • deterministic release checksum — OK
