Product slice

route an empty confirmed mobile workspace into a first-task activation sheet instead of silently dropping into Find Work
offer existing Find, capture-first New, and Device Setup flows from one phone-safe handoff
persist activation completion per account and automatically retire the guide once work appears
keep Create available offline with explicit reconnect guidance for Find

Verification

RED witnessed: empty Work routing initially returned find instead of activate
RED witnessed: account-bound controller module did not exist
pytest tests/ -q — 2170 passed, 9 skipped
packaged 390x844 Chromium journey — 1 passed
deterministic release checksum — OK
