Closes #1152

Adds an independent encrypted Tomorrow plan with mobile editing, cross-device API revisions, and atomic exactly-once rollover promotion guarded against stale Today state. Planning code ships in a separate bounded feature chunk.

Verification:

  • pytest -q — 2187 passed, 9 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_mobile_home_bootstrap_release.py — 7 passed
