Closes #1166

Adds an opt-in device-local start-day reminder that dispatches once for a due synchronized Tomorrow plan, keeps payloads private, and opens the existing conflict-safe promotion + Prepare Today flow. Includes persisted preferences, active-session filtering, delivery health, offline shell handling, and phone-safe setup controls.

Verification:

  • python3 -m pytest tests/ -q — 2211 passed, 10 skipped
  • deterministic release build/checksum/verification passed for d86e842
  • packaged Tomorrow conflict journey — 2 passed at 320×568 and 390×844
  • packaged start-day setup at 390×844 — 24 local-hour options, 44px action, no horizontal overflow
