Adds an opt-in device-local start-day reminder that dispatches once for a due synchronized Tomorrow plan, keeps payloads private, and opens the existing conflict-safe promotion + Prepare Today flow. Includes persisted preferences, active-session filtering, delivery health, offline shell handling, and phone-safe setup controls.
