Closes #1172

What changed

  • cold lock-screen actions now open the clean Today route
  • a two-minute IndexedDB mailbox binds the one-shot command to the opened WindowClient
  • claim is atomic, expiry/replay/wrong-client/persistence failures fail closed
  • sign-out, revocation, session expiry, disable, and private-data purge remove pending commands

Verification

  • RED observed for clean navigation/private claim, expiry/client isolation, and persistence-failure behavior
  • focused: 126 passed
  • full suite: 2218 passed, 10 skipped
  • packaged 390x844 mobile Today journey: 3 passed
  • release bundle built and verified locally for commit 988f6646c203b8387f4a74efac567cd9e765add1
