Closes #117

Adds Gitea review-request discovery, responsibility-preserving deduplication, and an actionable mobile Reviews filter.

Validation: 73 pytest tests passed; rendered at 360×800 with 44px controls, no horizontal overflow, exact PR navigation, and stale review preservation.
