Closes #1212

Product slice

  • interpret IANA TZID calendar values in the declared zone and convert them to the device workday
  • preserve zoned recurrence wall time across DST, including RDATE, EXDATE, and floating UNTIL
  • fail closed with count-only diagnostics for unknown zones
  • fast-forward historical daily and weekly series to the seven-day review range
  • exercise the zoned flow in the packaged 320x568 and 390x844 mobile journey

Verification

  • python3 -m pytest tests/ -q — 2298 passed, 11 skipped
  • packaged mobile Week Ahead journey — 2 passed
  • release checksum and manifest verification passed
