Closes #1218

Caches the last confirmed account-scoped Week Ahead and minimal work labels, then opens it as an explicit read-only mobile overview during outages. Pending edits still take precedence; a touch-safe Retry restores live data and editing. Authentication failures never use the fallback.

Verification:

  • pytest tests/ -q — 2306 passed, 11 skipped
  • packaged mobile Week Ahead suite — 6 passed at 320x568 and 390x844
  • deterministic release bundle verified with SHA-256
