Closes #1242

Adds an atomic, idempotent Week Ahead → active Today item handoff with stale/full-plan protection and a touch-safe mobile overview action.

Validated locally: 2357 passed, 12 skipped; packaged Week Ahead Playwright journey 6 passed across 320×568 and 390×844; pip-audit clean.
