Closes #1249

Queues account-scoped Week-to-Today pull intents instead of overwriting the previous offline operation. Reconnect drains FIFO with one request in flight, rebases each remaining intent on confirmed Today/Week revisions, retains server truth plus unresolved work on conflict, and serializes shared queue replay across browser/PWA tabs.

TDD evidence:

  • RED: two offline pulls replayed only pull-second before implementation.
  • RED: a later queued intent masked server truth after a FIFO-head conflict.
  • RED: two tabs sharing one queued pull issued two POSTs before coordinator wiring.
  • Focused: 86 passed (test_week_plan_frontend.py, test_week_plan.py, test_outbox_coordinator.py).
  • Full: 2365 passed, 12 skipped.
  • Packaged mobile Week Ahead journey: 6 passed at 320x568 and 390x844.
  • Dependency audit: no known vulnerabilities.
