Closes #1254

Adds an actionable mobile recovery surface for durable Week Ahead → Today transfers blocked by cross-device conflicts. Operators can rebase the stable operation against current plans or keep only the conflicted item in Week Ahead while later FIFO work continues. Current capacity/full limits are rechecked and already-resolved work clears safely.

Validation:

  • pytest -q tests/test_week_plan_frontend.py — 65 passed
  • pytest -q — 2375 passed, 12 skipped
  • packaged mobile Week Ahead E2E — 6 passed
  • rendered 320×568 and 390×844 — controls >=44px, no horizontal overflow
