Closes #1256

Adds an encrypted, account-bound Monday–Sunday capacity profile to Week Ahead. New rolling dates inherit defaults while date-specific capacities remain labelled overrides. Includes offline staging, disable flow, conflict-safe API persistence, and rendered 320/390px mobile coverage.

Verification:

  • pytest -q — 2379 passed, 12 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_mobile_week_ahead_release.py — 6 passed
