Closes #125

Adds commit-aware local review progress to the mobile review sheet: explicit per-file completion, next-unreviewed navigation, reload/reopen restoration, and safe reset when the pull head changes. The review decision remains in Gitea.

Validation:

  • pytest -q — 89 passed
  • Node syntax and Python compile checks passed
  • Headless Chromium at 320×700: no page overflow, 44px mark target, progress advanced and restored after close/reopen
