Closes #1266

Product slice

  • compare current and refreshed calendar capacity with planned load on seven phone-safe cards
  • preview deterministic moves when refreshed availability overloads a day
  • stage capacity, opted-in free windows, and reflowed work in one durable Week update
  • keep fitting refreshes on the direct one-write path and block untruthful imports

Verification

  • RED observed for missing atomic capacity-reflow controller behavior
  • RED observed for missing comparison/reflow workflow behavior
  • pytest tests/test_week_calendar_import.py tests/test_week_plan_frontend.py -q → 90 passed
  • pytest tests/ -q → 2387 passed, 12 skipped
  • packaged release verified and 390×844 Week Ahead browser journey passed
  • node --check passed for changed JavaScript
